2016 Annual Meeting Recap

The Greater Fallston Association held its annual meeting on Thursday, October 27th at the Fallston Recreation Chenowith Center. All current board members and a small group of members were present.

The 2015 annual meeting minutes, treasurer report and membership report were  approved. There were no nominations for board members or officers and current officers chose not to continue in their current capacity.

A proposal was made to join efforts and resources with Friends of Harford, a community organization with similar goals.

At this time, members are encouraged to sign up for Friends of Harford alerts and continue their own personal vigilance and awareness of public safety, community resources, facilities and land use.

As stated on their website, Friends of Harford is dedicated to a vision of Harford County as a community where an exceptional quality of life is achieved through respecting the environment and the needs of all citizens, by protecting natural resources, improving neighborhoods and preserving open space and rural character.

Bill 16-016 HarfordNEXT Master Land Use Plan

RE: June 2nd informational Meeting regarding HarfordNEXT organized by District B Councilman Joe Woods:

It is the position of Councilman Joe Woods that he has recused himself from any action relative to the Harford NEXT plan specifically related to the development envelope expansion area in Fallston. The reasoning for his recusal is related to the fact that Mr. Woods is involved in a family owned business located in a property (Fallston Village Center) owned by the same owner as the property included in the proposed expansion area, the owner/developer. Concerned citizens reached out to County Council President Slutzky to ask who would then represent Fallston.

Council President Slutzky’ s response: “Council members are elected by district, however, they represent the entire county. Any council member can represent an interest or position by constituents in any district.”

Fallston Community Plan-HarfordNEXT

Legislation for HarfordNEXT, the latest Master Plan, has been sent to the County Council (Bill 16-016) for their review, amendments and passage or failure to pass the legislation.
Public hearing on the bill is June 7th at 6:00 pm at County Council chambers in Bel Air, 212 South Bond Street, Bel Air.  There is only one hearing set for this bill.

If you want to speak about this bill, you MUST  sign up in advance no later than 5:00 pm June 7th.  You may email the at council@harfordcountycouncil.com  or call (410) 638-3343 to inform them of your intention to speak.  You can do that right now.

Every Community has changes. 

The Community Plans are for: 

  • Churchville/Creswell
  • Edgewood
  • Fallston Plan
  • Greater Bel Air/Emmorton/Forest Hill
  • Aberdeen/Bush River/ Havre de Grace
  • Joppa/Joppatowne
  • Northern Tier

Each Community section runs between  5 to 10 pages with a lot of pictures – an easy read.

Please take the time to read what the County has planned for your neighborhood.

We encourage you to read the entire plan and let the County Council know if you have concerns, think something should be changed, added or removed.

This is Ground Zero.  This is where all planning for streets, parks, libraries, community amenities, public water and sewers, industries, shops and retail, new housing are envisioned for the future.

We urge you not to wait for a DAC or CIM meeting when the zoning is in place.  Plan now for the future of your neighborhood.

 

 

 

GFA Request to Remove Development Envelope Expansion Proposal

Recently, Greater Fallston Association Board members met with Harford County Government elected officials to request removal of the Development Envelope Expansion proposal from the HarfordNEXT Master Plan document prior to delivery to the Harford County Council for legislative review.

A period (30 days) of public comment will follow with a posted public hearing date to be determined. After that time, the HarfordNEXT document could be amended with items added or deleted.

The HarfordNEXT Master Land Use Plan is expected to be voted into law sometime in June, 2016.

The GFA will continue to post information about the ongoing master plan land use process and opportunities for public input.

The Fallston Community Advisory Board* (FCAB) met in February and March of 2016. Review of the Harford NEXT Draft was completed and comments were submitted by the March 23rd deadline.

The GFA is pleased with the response of the FCAB and supports the comments submitted.

*The eight Community Advisory Boards were created in order for the citizens of Harford County to inform the county executive and his administration on matters of interest or concern within each local community.  Individually, the advisory boards host regularly scheduled public meetings that educate the attending residents on the services, plans and initiatives provided by their local government, along with various state agencies and other private organizations. Each board meeting will have a representative from the Harford County Division of Citizen Affairs to offer additional information, answer questions and assist the board and the community it serves to effectively communicate the important topics of local interest.

Items of Interest in the Draft Master Plan

  • Expansion of the Development Envelope in Fallston (40.8 acres at the SW intersection of MD 152 and MD 147);  Forest Hill (25.75 acres at the NW intersection of MD 23 and MD 24), and Creswell (77.6 acres at the West side of MD 136, South of Cedar Lane).
  • Requests a study of the area east of the Development Envelope between US 1 and I95 to evaluate current and future growth and determine the community facilities needed to serve this area, including schools, police, fire/EMS, water and sewerage, transportation, parks and recreation and libraries.
  • Fallston Community Plan– Does the draft plan reflect your vision for Fallston?
